I have the rallye seat on mine and this is not true, you CAN lower the front. With that said, if you lower the front the seat is not the most comfortable due to it being tilted toward the tank. Also if you plan to ride 2 up, you will want the 2-pc seat since there isn't much room with the 1-pc seat. #19.
